2003 Award Recipient: David Spainhour
David
W. Spainhour is Chairman of the Board of Pacific Capital Bancorp,
a $4.2 billion, 41 branch multi-community bank holding company serving
the Central Coast that includes Santa Barbara Bank & Trust,
First National Bank of Central California, South Valley National
Bank and San Benito Bank.
Spainhour is a banking veteran with more than 30 years commitment
to the Central Coast financial services community. He joined Santa
Barbara Bank & Trust in 1966 as Controller, and was named Vice
President & Cashier three years later. He was named Senior Vice
President in 1973, was elected to the Bank's Board of Directors
in 1974, and was named Executive Vice President in 1980. In 1989,
Spainhour was elected President of the Bank, was elected Chairman
of the Board in 1996, and named Chairman of the holding company
in April 2000. Prior to joining Santa Barbara Bank & Trust,
Spainhour spent 12 years with the former Security Pacific National
Bank in Los Angeles. Spainhour
attended Glendale College, UCLA, the National School of Bank Investments,
and the University of Southern California's Managerial Policy
Institute. In 1970, he graduated from the Pacific Coast Banking
School, University of Washington, where he was named to the school's
prestigious Hall of Fame in 1998 for his personal achievements
and contributions to the financial services community.
In
September 1999, the Salvation Army honored Spainhour for his leadership
in their 1998-1999 capital campaign, which reached its fundraising
goal of $3.5 million to rebuild Hospitality House. In November,
he received the Anti-Defamation League's "Distinguished Community
Service Award" in recognition of his many achievements on
behalf of continually improving the quality of life in the Central
Coast communities.
Spainhour
currently serves on a variety of community boards, with a wide
range of responsibilities. He has been a member of the Board of
Trustees of Westmont College since 1991; has chaired their Finance
Committee and held the position of Board Treasurer since 1994;
has served on the Board's Personnel Committee since 1996; and
was a member of the Building & Grounds Committee from 1991-1994.
Since
1992, Spainhour has been a member of the Board of Directors of
United Way of Santa Barbara County. He chairs that group's "Leadership
in the Workplace" effort, a group of local business leaders
focused on increasing the level of giving to United Way's Network
of Caring. He also chaired the group's 1994-1995 Annual Campaign.
Spainhour also serves on the Santa Barbara Partners in Education
(formerly the Industry Education Council), an organization he
has been involved with since 1989 in various capacities, including
Vice President from 1995-1996, and President from 1996-1997. His
work for that group included the development and launch of the
highly successful "Computers for Families" and "College
and Careers" projects. Additionally, since 1997, Spainhour
has served on the Board of Directors of Covenant Benevolent Institutions,
and has been a member of the Channel City Club's board since 1989.
Past organizations and offices served by Spainhour include the
American Red Cross, Santa Barbara County Chapter (Chairman of
the Board, 1980-1982); Channel Islands YMCA (Board Member/Vice
Treasurer, 1980-1985); Covenant Retirement Communities West (Board
Member, 1983-1986); Direct Relief International (Treasurer, 1982-1989);
Santa Barbara City College Adult Education Advisory Council (Finance
Committee Member, 1981-1985); Samarkand (Management Committee
Member, 1983-1991); Santa Barbara Cottage Hospital (Board Member,
1990-1992); Visiting Nurses Association (Chairman's Council, 1994-1997);
Santa Barbara Club (Treasurer, 1989-1991); Independent Bankers
Association of Southern California (Board Member, 1980-1983);
and Pacific Coast Banking School (Board Member, 1986-1990).
